Custom Ranch Homes

It's a basement above 3 degrees on the parties concerned of apprassial added value in a home?
I have a ranch house new construction that has a basement fully exposed in 3 parts with approximately: 1900 square feet finished in the lower level, including a family room w / fireplace, custom bar, rec area, 2 bedrooms and 3 / 4 bath, there are 2 exits to outside, one exit is through a garage for 3 cars Level lower, My question is, if the finished area must be assessed be considered in the final appraised value?
An assessment of the house includes all the house / garden (gardening) should have done for the value of real estate or mortgage … whether for insurance, then the entire building will be included. You finished basement or not be included and reflected in the price.
